Yup, I had to read it twice when i first saw it to. Team C+D have out of the blue released a proof of concept that runs through Eloader. Now this being a proof of concept it does not yet do anything. But this is the next big step to a downgrader. It is also thought that it was not patched in Sony's lat-*test*-('") updates. So that could mean that as soon as an exploit is found in the lat-*test*-('") firmwares there could be a downgrader.
